4th Gen The Lock Capsule?

If you got to the HG/SS Key Items list on Serebii.net, there is an item called the lock capsule. Its described as an event item, but its also unobtainable in the game apparently :/
anyone have any theories, information on it? Discuss.

I believe it is actually called the Rock Capsule. o_o; However, we've got a thread made for this discussion over here (https://www.pokecommunity.com/showthread.php?t=212946&).
