    I totally forgot to reply to this thread!!

    I'm not too sure actually. I think Pal Park might have been a late addition but if you look closely the lakes that are a part of Pal Park are still there so maybe in the first picture Pal Park was planned to have more greenery?

    If the original photo isn't Pal park then perhaps it was just a regular house with an old woman/man who'd probably teach your Pokemon some ~powerful~ move or gift you with an item or something.
