[Theory] The Pokemon Tower and War

People always seem to be wondering why there is a pokemon tower and why pokemon die. People also seem to agree that there was a pokemon war. I think that the tower was a burial place for the pokemon that fought in the war. It isn't unreasonable to think that there may have been a pokemon draft to avoid having to catch the pokemon. That might be why there are people there, honoring their pokemon's graves.
