Well im pretty certain this hasn't been released in anyway yet so I guess we are going to have to wait...
If anything I bet it will be played in the opening for the Dub of the 13th movies just like the full opening for Stand up and we will be heroes! (Zoroark one)
The point is that it costs money and the dub just might not have the budget for it. Anyway, when acquiring the music, it's generally more expensive than creating your own music. The background music for songs probably has to get negotiated with the label instead of the animé company as well.
They have a bigger budget and decide to go for everything. Simple as that. Could TPCI get a bigger budget for the dub and acquire every single piece of music? Maybe. Do they? No. Why? There probably isn't any reason to spend so much money on it.
I don't understand your question. Are you asking why the Japanese can distribute the music that they have the rights to?
