I'm sure a lot of you are familiar with the Porygon episode of the anime, and that it was Pikachu that caused the seizures. While I won't provide images for an obvious reason, Thunderbolt's animation in the Japanese R/G/B apparently has the same flashing-lights effect. I haven't heard of any SGB/GBP-caused seizures, surprisingly.

I think the reason kids playing the game that supposedly had a similar animation did not get seizures was because of the fact that black and white (or in some cases of people playing the original gameboy, greenish and black) are not exactly epileptically stimulating colors. Quickly flashing red and blue, on the other hand, stimulates the epilepsy since those colors are bright and can pain the eyes when flashing. This may sound dumb, but it's just my knowledge.

I found the thunderbolt animation on my Yellow version caused slight pain in my head and eyes, only when I play for a long time, I was young then as well, like 6 - 7 years old. I remember it since I made a habit to close my eyes when using Thunderbolt... :P

Thunderbolt was the one with the black circle and the flashing lightning, right? It kinda annoyed me when I played Blue version all those years ago, but not so much that it caused any type of physical reaction.
