Ok justtraded in charmander and squirtle to my blue save early on however they wont obey me above level 10? So basically I cant use them til i get the second badge?

Yes. You'll need the Cerulean badge for them both to obey up until level 20 which then you'd need the Vermillion badge and so forth. Why didn't you just get Yellow if you want all 3 starters?

I do have yellow as well but I just didn't want to have pikaku and my fav is blue lol
