3rd Gen Trading between Ruby and Leaf

When will I be able to trade between Ruby and Leaf? I'm just came out of Mt. Moon and fixing to face Misty. I don't have any strong pokemon types yet, so I wanted to trade for some eggs. When will I be able to trade?

When you get the national dex and have the sapphire and the ruby on the islands...

and you get the national dex AFTER you beat the E4, so you have a long way to go before you can trade like that.
