I'm finding that in order to transfer pokes from this gen to OR/AS you have to have another NDS? Is that true or can you use the pokemon bank to upload them?

4th Gen Transfering this gen to OR/AS

You need another NDS, because you need to trade them into a 5th gen game first. Then from the fifth gen game, you need to extract them using the Poke Transporter, THEN go pick them up in the Pokemon Bank.
