4th Gen Two Questions

Eighth Gym is in Sunnyshore, which is east of the hotel resort place (between Veilstone and Pastoria).

As far as the Galactic Warehouse, once you get the key in there, you head to their HQ with it to continue this part of the event (the HQ is the big building with satellites in Veilstone).

Now I can't find my way through victory road! At first it seemed like I was going the right way, but now I've hit a dead end and there is this guy who is blocking a cave door to some place. Can anyone help?
 
If you ran into the guy blocking an exit, you were going the right way. You just need to go back a bit to the old man trainer and go down the path instead of taking the stairs you did take. By now though, you hopefully figured that out. At any rate, good luck on the Elite 4. ^^;
