I lost my TM dig. I don't know how, but is there any way to get another one, or even better a pokemon that learns it?

Trapinch and Diglett learn Dig by themselves

Exactly, and Dig isn't even any good either. The only reason I can think of that you'd need it is if you had no escape rope, and wanted to exit a cave quickly.

If you want to get out of a cave just buy some escape ropes. Besides, If your opponenet use Earthquake and your using dig your chances of dying is 100%.

Maybe he just needs Dig to start off the Regi quest?
I remember I made a random Spinda learn Dig with the TM because I was so desparate to get the Regis.

If you have the ability to trade with friends, siblings, or yourself, and you have LG/FR you could buy dig in the Celadon City department store and trade it over to the game you need Dig in.
