Hey so I have a shiny Eevee and I'm want to evolve it into an Umbreon as quick as possible. Can anyone give me some info on the best way to do this?

Giving it a Soothe Bell, leveling it up, giving it vitamins, and even just walking around can get its Friendship level up enough to evolve to Umbreon. Just be aware that it will evolve into Espeon during the daytime, so if it starts to evolve and it isn't nighttime cancel the evolution via pressing B.

I don't believe I have a soothe bell yet and In game what is considered night time? Like what hours?

In gen 6, night runs from 8 pm - 3:59 am for evolution purposes. See https://bulbapedia.bulbagarden.net/wiki/Time for more info on time.
Also, if you have any befriending O powers yet, those could help speed up the process as well. Use them on yourself, then level up your Eevee. Avoid playing with it in Amie so you don't get a Sylveon instead.
