I really like the togepi, but I would try to draw the lines softer. also, you could try different grey shades. =]

Maybe replace the balloon with a kite?

I say that it looks quite cute. ^^ However, you shouldn't add those shadows or foot print thing. It looks odd.

I think Pichu's cheeks would be better with a little lighter shade of gray. He's happy and having fun, of course, so I think he would be even more cute if the gray was kind of like a silver-ish shade to it. That would look pretty neat.
