Unkown pokemon sketched by Tracy

Though it has been a while since I watched the anime (less than a decade), I do recall one episode where Tracy presents to Prof. Oak a sketch of a pokemon he saw early on which was believed to be an unknown, perhaps elusive species.

Anyone know what the **** it is?

Was it where Tracy showed Oak a drawing of an "unknown Species?" I'm pretty sure it's the top of Elekid's head, well, it's ears. Because it's shown during the Orange Islands C:
