Ok, so I want to know what i should do with Vaporeon. I hear it's good so yeah, this is my idea so far.

- Substitute. Not so great in 4th Gen..

Vaporeon makes a good Gyarados counter:

Wish

Laugh as Gyarados tries to Taunt you while you 2HKO with HP Electric. Wish for team support and healing, and the other two moves are standard. You can probably take a few EV out of HP and get more SpAtt or SpDef if you prefer, 464 is the max Vaporeon can have which is pretty nice.

[Syaoran]

Defence up moves.. sigh. With the annoying critical hits it's not going to give you much help if you plan to stick it on a pokemon to stay a lot on the field. Aqua Ring baton bassing is so much better.

Try Aqua Ring, Surf, Baton Pass, Ice Beam (or HP eletric like suggested).

Kind of a funny moveset, although if your really concerned about being stuck without an attack move, HP Electric or Surf for the last spot...
