I'm thinking of:
Milotic
Cloyster
Blastoise
Ludicolo=>Mine has leech seed, sesmic toss, synthesis, toxic
Lanturn

Are there any other strong water type tank, whether physical or special?

You are forgetting about one of the most common bulky Water – Swampert!

Also, there's Vaporeon.
