What does the blue cursor do?

When you tap the screen a blue circle shows up and makes a sound. What does it do exactly? I've tried tapping the green leaves that show that a pokemon is there and nothing happens. Is it important?

Nothing yet, really.

It's just a cursor showing where you've tapped the screen to my knowledge.

I heard someone say that tapping the leaves would sometimes make the pokemon appear if you were close enough to it BUT I have not had this work for me, ever.

I imagine it's simply some bare functionality for Niantic to potentially use in the future.
