Question: What is a CSS?

So I saw many posts on PC by users who've incorporated the Cascading Style Sheet format into their posts and I was wondering if any kind soul could teach this Slowpoke of me, exactly the fundamentals of CSS, as I'm keen to learn how to make/do one. The only thing I know about CSS, is it's full name. ^^`
