3rd Gen What is the best places to level up on Ruby/Sapphire?

What is the best places to level up on Ruby/Sapphire before the battle against Tate and Liza?

Tate and Liza? All you need is 2 Pokemon that can use Surf and you've won.

Either use Zigzagoons to get Rare Candies or head to Shoal Cave north of Mossdeep, or the Underwater Cavern where Kyogre/Groudon woke up. Only places that come to mind.

Well for me I usually don't use rare candy until I beat the game one time around, after defeating the elite 4...

Best place to train is probably just surf and then fish up lvl 40 Sharpedos... easy experience as they got no defense anyway.

Normally, I train using the route between mauville and Verdanturf, using the Trainers Eyes function.
