What type/s is Shadow Lugia?

Is it a Shadow type Pokemon or does he retain his usual element of Psychic/Flying but is just titled as a "Shadow" Pokemon?

I'm referring to both the legit and hacked Shadow Lugias.

Psychic/Flying is the typing, but Shadow is only a move typing, not a Pokemon typing. You could have asked this in the Spin Off Q&A thread.
