What Would Be Required For This

So I have an idea, I don't know if it would even work, or has already been done but I'm going to throw it out there anyway. So I basically would like to have a Pokémon Stadium game, like the N64 game but for something like FireRed.

I would want the same battle system as whichever game I use, same Pokémon and pretty much most things the same. So my idea wouldn't contain a story. You would simply start the game, create your character and once leaving the house, you'd be put on to a custom made map, acting as a safari park (different sections containing different Pokémon). You would get 6 Pokeballs to catch any Pokémon you wish, 100% catch rate and you can run from any battle if you don't wish to catch that Pokémon. All Pokémon will be max level.

So once you catch the 6 you like, you head to gym battle type stadium, where you meet a challenger. Upon conclusion of battle, you return to the Pokémon centre, you can then either heal your team to go again, release who you don't want and go catch some new ones.

So I have no experience in hacking or coding, but I'm up for learning. What sort of thing do I need to look at to be able to achieve something like this? I've started looking at AdvanceMap and looking at how to make custom maps.

Is something like this even possible? If so, what do I need to learn?

    Thanks
