3rd Gen What's wrong with my Emerald?

    The following issues are true for both my current file of Emerald and my past file that I overwrote:
    • No Ralts in Route 103
    • No Cacnea in Route 111
    • No Shuckle in the rocks in the updated Safari Zone (no matter how many times I go back and smash them, nobody comes out)
    • No matter how many times I water Berries during each stage of growth, there are never more than 3 when I pick them
    • No Feebas in Route 119 (well, maybe this is just a result of not putting in enough work, but I've spent many hours looking. On this file alone, I've searched at least 2/3 of the spots on the water about 5 times each)
    Is there anything I can do to fix these issues? For the most part it isn't that big a deal, but it's frustrating since I never knowingly screwed up my cartridge, and never got water or dirt or anything in it. As far as I know, it's been like this from the time I bought it new. I'm almost positive it isn't a hacked game.
     
    1. Ralts doesn't appear on Route 103, it's Route 102 and only a 4% encounter ratio.
    2. Cacnea on Route 111 only has a 6% encounter ratio.
    3. Again, a matter of luck.
    4. On the berries, can't help you there.
     
    does it happen to say THE SAVE FILE HAS BEEN CORRUPTED and THE GAME CAN BE PLAYED HOWEVER CLOCK BASED EVENTS WILL NO LONGER OCCUR because in my emerald it says that and it has all the problems you listed above
