3rd Gen when does ur legendary dog appear?

hey i know since i got a charmander a suicune will show up somehow, but the question is when and where?

It appears randomly anywhere in the Kanto region after you defeat the E4. It's the same way you found'em in the old GSC games.

I heard it appears after you beat Elite 4 twice.
