I couldn't find a topic about this, so I don't know if I am the only person here that has this idea. I want to buy physical copies of ROM hacks like Moemon, Pokémon Quartz, and other games. I need help finding websites or stores where I an buy/obtain these games.

You can't buy a physical version of a ROM Hack, that would be illegal. Your best bet would be to buy a flash cartridge and then port the ROM Hack onto it yourself.
