3rd Gen where do i find a Lucario

Geez. For goodness sakes, LUCARIO IS A NEW POKéMON! It has not been made for a game yet.

Where did you get the idea you COULD get it? The sprite Coronis made is not real if that's what you're thinking.
 
Calm down, Joshy. Yeah, you can't get Lucario yet. It won't be available until a new Pokemon game in released.
