4th Gen Where is the HeartHome city gym leader?

I heard she is the fifth gym leader. I have 4 badges, and now going against her. I came back to Hearthome city, and I go into her gym, shes not there.

Can anyone tell me what to do or where to go to get her in her gym to battle her?
