4th Gen where is the tm ice beam or does milotic learn it?

i need to know where to find it or what leve milotic learns it if at all

I don't think Milotic learns ice beam at all. You can buy it at the Lilycove City Department store in emerald, But I don't know if you can buy it in D/P.

You cant buy it for money even in emerald, you need to go to the game corner and spend alot of time or alot of money to get an absurd amount of game coins to get the ice beam

You find Ice Beam near that house in the snowt area. Dont go to part where the blizzard get worse but instead, retrace your steps until you find a cimbable rockface. It'll lead you to a mountain ledge that ends with Ice Beam's TM.
