Right now, i'm stuck. Currently i'm at Rustboro, and I can't get out of there. Aheading to Fallarbor Town is a dead end, I see a water there, you actually have to swim through it? I don't have surf yet and i'm not sure where to get it and what badge I have to beat. Heading towards the Lavaridge town is also impossible of the tunnel? there's these rocks blocking it. Not positive where to get the strength in order to destroy those. So far I defeated the

Dewford Gym, Rustboro i'm not sure where to head next. Help me, please? When I get the surf or the strength for instance, do I have the privelage to use it?

You need to give the 'Letter' to Steven Stone. He's at the very end of Granite Cave which is on Dewford. Just head north on Dewfrod until you see fishermen on the edge of the island then head to the left and you'll see the cave. Talk to the hiker inside to get HM Flash. Make your way through give him the letter and leave the cave. Then go back to Mr. Barney's boat and you'll have the option of going to Slateport City.

Use Simple Questions for stuff like this.

Then go to Devon and get the letter, I think first you have to beat team magma/aqua though this was one year ago and I'm not completely sure. Go to captain Briney [east of Petalburg]then go and defeat the leader there. Go up into the cave north of Dewford and find Steven in one room.
edit: after I posted I noticed Chaos posted a few minutes before me
    Hope that helped :)

I already headed through slateport city. Do you need to get a bicycle in order to get to mauville? where you firstly head? or do you go to this trick house thats there.

You don't need a bike to get to Mauville City, just take the low path underneathe the cycling road.

You will encounter Brendan/May there too, so be prepared for his/her lv.18-20 pok?mon

Meh... rivals = pushovers. I'll be more worried about wild Electrike's thunder wave and static... paralysis is very annoying.

Once you reached Mauville, you can challenge the 3rd gym of Wattson's and his Magneton... Magneton has a major advantage over many Pokemon that you've encountered so far if you picked Treecho, so be careful. High level works on everything though ^_^

meh...but what if you're like me, too lazy to level up.

I think I basically beat Wattson with a Fury Cutting Grovyle and 20 Super Potions. XD
