Which is better Power Bracer or Power Anklet?

    I'm EV training my Vaporeon right now and I want his strengths to be speed and attack (good? bad?) Should I get a power bracer (attack) or a power anklet (speed)?

    Why Attack? Do you mean Special Attack? Vaporeon is a better of as a Wall. But if you wanna use him as a Physcial Sweeper, then do both.
     
    To answer the question, you can get both. First, train in Atk (or sp.atk, as mustbe said) then start training in speed.
