I would say oshawatt even though Ash doesn't want to evolve it, it can be still powerful with it's shell.
 
Of all of Ash's Water-types I've seen in action, I think Buizel appears to be the strongest I've seen, although I'm hoping that Oshawott turns into a beast (since, I'm guessing, he's not going to evolve it). I would love him to get a Dewott though.
