Actually starmie/staryu is better.Poliwhirl best moveset:surf,ice beam,hypnosis, Psychic(not sure).Staryu:surf,thunderbolt, recover, psychic.

I also say Starmie. I personally like it better and it has a pretty cool moveset.

Starmie definitely. It is one of the best Water types you can get in competitive battle.
Besides, you could get a Politoed? Or did you ever think of duplicating it if you're up to "cheating"?
