3rd Gen Who got a Mew on September 30th

I got one and its now level 50.

The event to get mew was actually nationwide.
Nintendo should do this more often.

I got mine from a friend and since I haven't played Sapphire in months it is still at level 37. So really if you have a friend who has two of them then you can ask if you can get one for the Pokemon that (s)he wants. So really you need an event to get one.
