You can EV train any Pokemon and make it to be great.. however, if you don't have a well thought out team or strategy, you still may lose a lot, despite the EV training. Also, the EVs you give have to make sense... Giving EVs on Attack to a Pokemon with only Special Attacks would be stupid.
