Why NO Surfing/Diving Sprites in Sprite Sheets?

    I don't know if anybody else noticed it or not, but for some reason, a majority of Overworld sprite sheets (actually almost all), of the Main Hero (& Heroine) Characters like Ethan, Nate, Hilbert, Lucas or other Main characters in the game or Custom Characters, that I've seen created here on PC & on other sites, have every Sprite - Walking, Running, Fishing, Cycling etc. but do not have Surfing/Diving Sprites, why is that so?~_~
