If you mean the lilycove department store lottery, A pokemon wins if its ID number matches the number they picked in the dapartment store.
Your ID is your pokemons ID so if you trade with another person that pokemon has a differrent ID number you'll have a better chance of winning.
If the number matches at least 2 numbers of the chosen number you'll win a price.

Complete and utter luck. Keep trying, and that's all I'll say. 5 ID numbers gets you th Master Ball. 4 gets you a Max Revive. 3 gets you an EXP. Share. 2 gets you a PP Up. 1 gets your nothing. Now that the question's been answered, to prevent n00bie spam:
