This is my build for a decent blackwing deck and I think it is fairly good but feel free to comment as advice is badly needed.

Cut the Zephyr and add the third copy of Kalut. Cut D.D. Crow and add Sangan.

Cut an Icarus Attack and add a copy of Delta Crow. Do you know how good Delta Crow is this format? No? Well, you should. Cut the random Starlight Road, because it's just... random. You need 2 copies of Cards for Black Feathers and 2 copies of Pot of Duality, as well as 2 Solemn Warnings, but since you can't afford those... you should be able to afford 1 copy of Cards. My Body is a somewhat decent meta call, and an OK tech against Black Rose. I'd say Effect Veiler or Solemn Warning is better, but...

Cut out my body as a shield. Side deck them, they're only good mostly against quickdraw decks. Put in 1 card of black feathers for a draw card, since POD is expensive. Put in Trap Stuns to get your synchro/gale/bora or any special summon through with out getting bth, warning or even get mirror forced.
Starlight road is terrible this format. Put in 7 tools for warning/judgement/stun protection.

Starlight Road is terrible this format, as WildEagle has said, largely because of the prevalence of Trap Stun. It would be okay otherwise, but Trap Stun = sad face, and actually makes Seven Tools look decent. Seriously.

2 copies of Cards for Black Feathers, ideally.

I think I told you earlier as well, that Starlight Road was being worn out. I still use it, since I don't know many people who run Trap Stun nor Solemn Warning, but it's only a matter of time.
