3rd Gen wish tag and Jirachi?

In mosdeep city, there is a girl near to the space center an she says that to make a wish she uses a wish tag, and she talks about wishing upon a star...
and jirachi is a star and there is something about it with wishes and those things,and i heard that you can get a wish tag somewhere and tlak to the girl then the white rock next to the girl turns into jirachi then you can you may have a battle with him...is that true?????

I believe this thread needs to be locked too~ The wish tag is only obtainable from getting a Jirachi from Nintedo at a special event ;<
