    I wouldn't really say so because it has 45 base speed but it makes an excellent Phazer/ Healbeller.

    Sassy/ Relaxed
    -Return
    -Rest
    -Roar
    -Heal bell/ EQ/ Ice fang/ etc

    Return for STAB.
    Roar to fullfill role of phazer.
    Rest for lack of another healing move.
    And heal bell or another attack depends on personal preference.
     
    physical powerhouse? yah, that's more suitable.
