My honest guess, Celebi. In the second generation games (Gold, Silver and Crystal), they featured Celebi, and a GS ball which is... hard to obtain. Well, Celebi is its farmost and honest choice to this.

I'm going to pick Cyndaquil (My all time favorite Second Gen. pokemon), and I guess I can wait a few levels until it gets Flamethrower. So, I will evolve it right away, I might get one Pokemon and just... not let it evolve. Can't wait.
