Azalea's Slowpoke can be approached and petted <3 And Blackthorn City is just awesome. It houses the most powerful Pokemon in Johto :3 as well as an awesome Gym, not to mention Dragon's Den. New Bark Town is also a tiny little town that's peaceful and right next to the route heading to Kanto...

I wanted to catch him, but I forgot to save before I started ( I wasn't sure what was going to happen either :P). I got him down to about 5 HP, but unfortunately, my Typhlosion's Ember burned him D: I tried catching him once, it failed, and he burned to death the next turn. :/ End of story.
