I can just see it now. An American tourist in Australia, checking out some sight, when danger finds him/her. Sensing that they have little time, they pull out their cell phone and attempt to contact emergency services. They quickly dial 9-1-1, place the phone to their ear and... nothing. Confused, they try it again, but get the same result.
