Actually, you cannot.
If you try to register a Korean FC, it'll show up as invalid. ^^
You cannot normally trade NoK event Pokemon, as a result, or just Korean Pokemon in general really.

The only way people are obtaining them is via uploading them to an external source, Such as PokeSav, and that explains why their names/OTs/etc. look screwy.
