The thread you posted fits in our Emulation Simple Question's sticky, but it's a fairly simple one so I'll just answer it here. :)
To play hacks on your phone, you just need to patch them to a ROM, then transfer them to your phone the same way you transferred the un-hacked ROMs. If you don't know what patching is, have a look at this thread:

Once you patch the IPS (or UPS, or APS) file to a clean GBA ROM, just transfer it to your phone, and it should work exactly as FireRed and Emerald do for you now :)
