I don't see the album anywhere. Did you make sure you set the album type to Profile? If you do that, it should show up as a possible background option.

I'd have to agree with you on the shiny form, I actually have a shiny Zangoose in Alpha Sapphire and it's real cool. =3 You can have a background pic on your profile though, it has nothing to do with supporter tiers.

Actually, I'm gonna be changing my theme soon, I'm switching my pokémon to Zangoose because I really like that pokémon. I'll try to make it as good as this one, though.

Yeah, you get a Cosplay Pikachu when do your first contest in Slateport. I used it for quite a bit for battling but then I found out that you can't evolve it (not sure why I thought you could) so I got a normal Pikachu instead.
