One more thing you can do, go to Goldenrod underground and go get the guy in there to give eevee a haircut, depending on which hairdresser it is, the more happiness the eevee will get. (Sometimes the younger guy does a better job randomly though, apparently.)

Anything that spams double team or a move that lowers accuracy, anything that spams protect, fake out users, anything like that.

Give it a soothe bell, feed it lots of vitamins that increase EV's like Protein, Zinc etc. Also walk a lot with your pokemon, try doing some breeding and cycling around, stuff that gets you walking a lot, each step will increase the hapiness. As far as I know, Pokethlon does not increase...
