I noticed the slowpoke still evolved with slowking by trade was that intended also some evolution like omanyte and kabuto were at 40 and 30 was that intended too?

This may not be much help but if you have hacking tools, one of the tools called AdvanceMap also XSE and a rom hack called Pokemon liquid crystal you'll find a script somewhere in viridian city.

Is it normal to patch the legacy Verison on emerald and to have a gen 3 starter not have any moves.
