Yeah, pikachu has been able to learn Surf since Pokemon Yellow, Fly is new though
And they have always been really hard to get. Know they are mainly event pokemon
Back in pokemon Yellow you had to connect with Pokemon Stadium (N64) and defeat the Elite 4 using all 151 pokemon, it took hours

Ive done some googling and you can get Fly Pikachu and Surf Pikachu, but i dont think you can get both on the one.
I just keep it cause its really handy to have in my team.
