turtwig vs shinx. makes the most sense given electric moves aren't effective on turtwig given it's a ground and grass type.

Bulbasaur is the safest option. Remember Totodile is weak to grass types.
Chimchar is awesome but it's weak to water types of which Totodile is and if you lose then you lose all of what you have.

Being with her is safer than going around on your own and buying pokeballs just wastes time. I don't think it'll end well if you get there with your freshly obtained pokeballs just to find them both dead due to the stalling.

We can easily catch much better pokemon later on and our pokemon is strong enough to take alot down with just the help of a few backup potions.

Tackle lacks the STAB so it's not likely to finish your opponent off.

The pokemon she took with her is weak and undertrained. The other ones she has might not be much better. At least with both of you there you can both hold your own a little better.
Train Charmeleon to make it as high level as your other pokemon.
If you're keeping Charmeleon for emergencies it needs to at least be as strong as your other pokemon. Otherwise it'll either be useless for that purpose or will give you very little time to escape before it's taken down.
