Secondly, I'm honestly not sure! I've never tried to attach anything to a post or a PM before. I know people have attached pictures to posts before and I know that PMs and posts work the same way, so you can definitely attach pictures. I don't know if you can attach other types of files before... I've never had to try and I wouldn't know where to start D:

Though if you figure it out (I'm sure if you ask another staff member, they'll know - I'm just kinda nooby with this sort of thing haha) be sure to send me a copy! I don't know much about hacks or anything like that, but I'm always happy to see stuff other people have done :)

Well if you want to link to your hack, generally you should make a thread for it like other people have in ROM Hacking, yes. And by link to it, I mean.. well, you upload the patch somewhere, and link directly to the patch. Alternatively you can upload them to a thread post as an attachment, sure. :)

I assume you mean APS as in the type of patch that HackMew developed (to my knowledge) as an alternative to the IPS format. Yes, you may of course link to APS files. :)

And I'm not totally clear on what you mean about posting a hack thread: think you could elaborate a bit? :)

You're allowed to post APS files, I believe, but I'm not sure what the rule is on where you can actually post it unless you make a thread on your hack and include it there. DrFuji and giradialkia know a lot more about that sort of thing, so I'd recommend sending a message to one of them instead XD;
