I'd go with Larvitar II here. Its HP IV is higher, and you don't need the SpAtk IV, so yes, Larvitar II would be my choice.

Actually, the only thing that's different is Earthquake. You need to beat Byron to be able to use Strength, which is required to get down to that area in Wayward Cave.

You can really only get 1 Grass Knot TM and that's from defeating the Eterna City Gym Leader, which I see you're rather close to.. As far as Black Sludge, I'm not sure.

You can find an Earthquake TM in-game somewhere pre-Elite Four, but I'm not sure where. Until you do, Dig works just as well, since opponents rarely use Earthquake against you.

Either Walrein or Glalie would be your options for Ice Types. Actually, they're pretty much your only Ice options. Exploud or Delcatty are really the only decent Normal Types in Gen III.

Looks alright to me. And if you want a Speed-dropping nature, Sassy or Relaxed would be your two best there.
