Use rock smash on the rock-piles in Cianwood City to find a Heart Scale, then I think the man who teaches Swinub the move is in Blackthorn City, you'll need a heart scale as like payment for him teaching the move. Hope this helps, good luck :)

I would say, grind it out on Victory road and also make good use of the Vs Seeker to re-batlle all the trainers etc in the game. Also, is it just those two pokemon in your team ?
